The focus of the IPE is the support and education of its members. The National Directors hold monthly conference calls to discuss topic of importance to the profession. Topics discussed can relate to specific jurisdictions, regulatory concerns, membership issues, etc. This month’s highlights of the discussion are:

  2. Ontario ponders Risk Based Regulatory Approach
BC Ministerial Order 65

The Minister of Natural Gas Development, the Minister responsible for Housing Development and the Deputy Premier have issued a Ministerial Order that makes some major changes to the certification process in BC. As of December 3rd, 2019, all Power Engineer certificates of qualification that have been issued with out an expiry date will be considered not valid. The Province of BC is moving to annual renewal process similar to all other jurisdictions.
The Ministerial Order also adds criteria for the recognition of professional credentials from out of province as well as foreign. There has been a 2 and half year consultation process that the IPE has been involved in. This is an ongoing consultation as there are still accreditation standards to be determined for the approval of foreign credentials.

Ontario Assesses the Risk Based Regulatory Approach

The Ontario government, in conjunction with the TSSA, has a working group formed to develop a risk-based approach to rating, registering and staffing plants. Most of the participants in the working group represent industry and their interests.

The working group is proposing a two-streamed risk-based system. The method identifies two pathways; a jurisdiction prescribed plant rating, and site specific plant rating. The main objective of reviewing and modernizing the Operating Engineers' Regulation is to reduce the burden on business, where practical, without effecting safety.

We, the IPE, believe that Ontario has a high standard of safety within our industry due to the safe and efficiently operation of our plants as a result of the knowledge and commitment of Operating Engineers.

The Institute of Power Engineers is the only voice for the Power Engineer profession across Canada and will be making presentations to the working group. However, our voice is only as loud as the numbers of Operating Engineers like you who count themselves in as members. The power of many voices is more effective in achieving the goals and mandate of our profession and ensuring public safety. Consider merging your voice with other like-minded Operating Engineers in determining the future of our profession and the safety of all workers and the general public.
