Reporting to the Director of Maintenance and Energy Services, the Chief Operating Engineer is a technical expert responsible for the safe, reliable, and efficient delivery of utilities to the University’s main campus in Guelph.  Directing and supervising a staff of ten Operating Engineers, the Chief Engineer is responsible for the efficient, technical, and legal operation of the University’s Central Utilities Plant (CUP), which is a large-scale district energy system with sufficient capacity to serve the equivalent of a small city.  Steam, chilled water, high voltage electricity, domestic water, deionized water, and compressed air are distributed to over 100 buildings on campus via 6 km. of underground service tunnels, for which the Chief Operating Engineer controls safe entry and egress for all individuals requiring access.  The first-class steam plant operates at 150 psi maximum and is regulated by the Technical Standards and Safety Authority (TSSA) for boilers, pressure vessels and operating engineers.  Systems include five high pressure boilers providing steam for heating, and seven low pressure chillers providing chilled water for air conditioning, along with air compressors, reverse osmosis units and deionized water E-cells serving research laboratories, condensate polishers, de-aerators, and other ancillary equipment.  The Chief Operating Engineer is the campus expert on utilities and all matters related to the TSSA.  Further responsibilities include:  managing the CUP budget; serving as a key participant in capital improvement projects related to the CUP; and other associated duties as assigned.

Requirements of the position include:  First Class Operating Engineer Certification, membership in the Institute of Power Engineers, and Ozone Depletion Prevention certification; together with a minimum 10 years of progressive operating experience and several years’ progressive supervisory and management experience in a unionized environment.  In addition to being a technical expert, the successful candidate must be a highly skilled manager of people and budgets, and must have superior organization, communication and interpersonal skills, while functioning successfully as a team player.  The successful candidate must be very comfortable with technology and software, specifically with email systems, MS Word, Excel, and technical software related to the operation of chillers and the boiler system.
